The Institute of Civil Engineers (ICE) has commented on the need for a drought and flooding strategy to be put in place including the construction of new reservoirs. Without a strategy the ICE said that the UK will continue to swing from flooding to drought. They went on to suggest measures such as water containment via new reservoir construction, sustainable urban drainage systems and rainwater harvesting, which will all help manage water better. Currently water used in irrigation and agriculture is sourced in almost equal proportions from ground and surface water supplies. Ground water is pumped out from wells, boreholes and springs. Surface water is supplied via natural ponds, artificial dams, reservoirs and lakes. Synthetic rubber membranes serve an important function in water containment of reservoirs, ponds and lakes to prevent the lose of water.
